My CPU Usage skyrockets to 100% even when nothing is open sometimes. Other times, I can open lots of CPU using programs and it is fast/quiet.

I want a new graphics card too, because I can't even run MW2 or Combat Arms on the lowest settings without lag. :) Thanks

That system is quite outdated,Your going to need a new Power supply if you want to get a dedicated graphics card aswell.

What is your max budget? and is MW2 & Combat Arms all you intend to play on this system?

I want to play a variety of FPS games, I don't care about graphics as long as I can play with the lowest settings and experience no lag whatsoever

My budget is around $250.

I found some 500 - 550 PSU's

You can forget about your first 3 choices as the psu is the backbone of your system, you don't want to skimp on a psu.

The coolermaster isn't bad but this one is much better for the money.

They will work providing the psu in your computer is standard and not a micro atx unit. What are the dimensions of the current psu?
 
I'm not talking about the case, need to know the dimensions of the power supply that is in it.
 
The length of the video card is 8.25 inches from the face plate I believe. So providing you have enough room in the case for the card plus the pci express power connector that powers the card then it shoud work. I would say you need at least 9.5 inches from the I/O plate to the front of the case for room.
