Is it possible to build a computer (the 'tower' itself without any of computer accesories) that can run Starcraft 2 on ULTRA settings at a benchmark of 20 FPS with a budget of 400$?

It shows that a Radeon HD 4770 512MB at 1280x1024 can run SC2 Ultra at 51 FPS. I'm thinking a computer could be built with a budget of 400$ that could run SC2 ultra settings at TWENTY (20) FPS as a benchmark.
There are obviously cheaper graphics cards than the HD 4770 that can run SC2 ultra settings at 20 FPS.
