help! my pc doesn't output any image via the GPU

I have a Dell XPS 8500, it seems to be getting old, because a few days ago I booted it up and the monitor didn't receive a signal so it went on stand-by. when I connected a VGA cable to the motherboard it did work but the performance is horrible. (8 FPS on games that normally run at 55 FPS).
none of the outputs connected to the graphics card seem to be working. I used the built-in ePSA to test the hardware, according to this everything was fine. I also took out the RAM discs and put them back in because according to Dell this might help, but it didn't work. I opened up my pc to see if anything was damaged, I didn't see anything unusual but that doesn't mean much I think.
important to note is that I tested the monitor and HDMI cable on a laptop, they both worked.
does this mean I have to replace my graphics card or could it be something else?

Probably the video card going out on you. Would have to try another card to test.
