Help needed with starting up CPU

Hey all,
Today I bought a AMD athlon 64 3400+ (Windows XP) .
But I have some problems, I started up the computer for the first time but the screen didn't work (and the screen did work before starting up).
So I was forced to shutdown the computer, but if I push the power button now (of the CPU), nothing happens.

Is there any way I can fix this?

first thinks first, do you even know if the cpu is powering up, remove the

FOR THE FOLLOWING TIME IS OF THE ESSENCE.

- remove the heatsink from the cpu.

- Plug in a GFX Card or another expansion

- Turn on without the heatsink and feel the CPU if you notice it getting warm, turn off asap, before it get supper hot.

it wont do it as fast as you think just use your knoledge.

if it gets warm put the heatsink back on and post back
 
The first actual thing to do is make sure that everything is seated properly like know the HSF was down flush after locking the cpu inplace, video card is also seated down correct, and the four wire 12v feed for the AMD64 line of cpus is plugged into the board from the supply. Without that plugged in the system will fail to boot. Double check that and all other connections.
