Help needed with video editing build

Hi all I need to upgrade my editing PC to cope with the latest version of Premiere and 4K but I'm a bit rusty and behind on the latest components...

I need to replace my motherboard, APU, ram and get a graphics card, but really want to keep the price as low as possible as I only edit part-time.

The first thing I'm struggling with is understanding the relative speeds of new processors compared to old. My current APU is an AMD A-10 3.6ghz Quad core from 2012. How does that compare to say a Ryzen 3.2ghz Quad core CPU. The speed there is actually lower but I'm assuming it's much, much faster? But by how much? I'm thinking I might go for a Ryzen 3 1200...

My second question is how basic can I go with the graphics card? I know that it plays a much more backseat role in video rendering so I want to go as cheap as possible...

Ryzen is much faster, I would get the Ryzen 5 series though for it's hyperthreading. You could probably get away with a 1050ti for a GPU.
