my dvd-rw is only reading a cd i put a dvd-rw in and it says
"disc in the drive is not a writable cd or it is full" well its a brand new dvd-rw

I don't want to look stupid, but I would call the company you bought it from, and they will come to you with new driver.
Happened to me ( I get to experience many shit on my computers ), and they came and installed the new one, and after they saw it didn't work properly

If this is XP, it doesnt have built in DVD burning capabilities, you will have to install some DVD burning software.
