don't know much about computers, don't know where to post this, so just posted here, when I turned on my computer the toolbar and start button would appear and disappear it just keep doing that, can somebody help or know what might be wrong, and also I tried safe mode and its not doing that, thanks
 
You could try pressing ctrl + esc and if it comes back it just means it was minimized or hidden behind something.

If that doesn't work press ctrl + alt + del to open the task manager then click file. Then click new task (run...). Type in explorer and press ok.
 
Do you have Auto Hide Task bar enabled? If so go to Taskbar and Start Menu Properties and uncheck Auto Hide Task Bar.
 
It's spyware. You're going to have to run a spyware program (such as spybot search and destroy) and download HijackThis and search through and google all the entries and delete the ones it says are bad. and stop using internet explorer, use opera or firefox.

thanks guys but before I posted here I did a search about this and found what you sugested, and it didn't work. About it being a spyware can I run a spyware program using safe mode? because thats the only time the start button and toolbar does not keep disappearing and apppearing.
 
You can run most of them in safe mode. In Taskbar and Start menu properties make sure that Keep Taskbar on top of other windows is checked.
