Help selecting a Mobo and Ram

I have a Athlon II X4 640 and a GTX460 768MB waiting for a new Mobo and ram.
I selected two and wanted to know if you would recommended anything else instead. I'm having a harder time choosing the ram, how much difference does CL9 or CL8/7 make?
it has to be from the store on the links and has to be mATX.

some reviews say the some ram doesn’t run and advertized speed, is this a problem?

Don't get the OCZ RAM. I have the same kit of Corsair RAM you linked, all you have to do for the RAM to run at rated speeds is change 2 options in the BIOS (memory multiplier and voltage) because the official limit is 1333mhz for AMD and Intel. (no idea why)

You can also fiddle around with the timings yourself (I have mine running at 7-9-7-24 instead of 9-9-9-24) but that requires extensive stability testing (overnight tests of memtest86+ on a boot cd)

Motherboard looks good.

Out of curiosity what case and psu are you getting? Any reason why you need mATX?

Hi, thanks for the response, I wouldn't know what to change things to in bios, would this be easy to find out? I can do tests if that not hard and I don't have to buy a program to do it?..

I need mATX because the existing case is a mATX, I will probably get a Corsair TX700W. this is all an upgrade I'm doing for my younger brother.
