HELP :( slow computer after new video card was installed

Dell Desktop with Intel Core Duo, 3 GB ram, Windows Vista 32 Home Premium
Had a Geforce 8300 256mb video card that crapped out.. Went out and bought the newer Geforce 8400 GS 512mb card. Now my PC is running extremely slow.. Did a complete format and reinstall of Windows Vista.. still slow..

Installed Windows 7 now with the same result.. Ran the performance test and all the stats are right in the middle except the Video performance is showing a 1....

Any ideas on what is causing this? Before my old video card went out my computer seemed lightning fast.. Now it drags just scrolling down a typical webpage..

I would say...

Bad drivers.
Unrelated problem. (malware/virus)
Bad card.

I have an 8400gs and did not notice a decrease in speed.
 
In my opinion I would say drivers, because I had the same problem not to long ago with my card.

I thought the drivers too at first.. I tried using the driver that came on the CD... Then I tried downloading the newest driver off the internet. Then I tried letting windows find the driver through Device Manager and installing it that way..

Each seems to have the same issue.

Does the card required a 6pin power connector to be plugged in to it?

Have you tried physically removing the card and reseating it?
