Help to clear HD

I have replaced my wife's laptop. We would like to give our old one to a grandchild who would use it primarily for internet. The specs are, Dell Inspiron 2200, 1.40 gigahertz Celeron M, RAM=768MB, 40GB HD. I wish to clear everything on the HD except the OS. I have cleared docs, pictures and every program I can (some will not delete). Of course I have dumped the Recycle Bin. It still shows only 3-4 GB open on the HD. Suggestions?
 
Format the drive and reinstall the operating system. It'll be nice and speedy when done, as well as all of your personal data gone.

Well you could always, "clean" your PC..

1st Option

Download & Install 'CCleaner', Run the Cleaner and it will clear up all the junk left over from internet web browsing to applications that run on your computer.

Download & Install 'Glary Utilities', Run there cleaner and it will also get rid of all the junk files left over from past use of the PC.

Download & Install a program callled 'Smart Defrag'. What Smart Defrag does is compress all your files together so that your HDD can read and write files faster in the future.
