HELP! USB ports not working

I've had this problem for a while. When I plug in any USB into any of the ports on my computer I get a message saying the drive is not accessible. Access is denied. I've done the following:

1) changed the drive letter. Problem persists
2)Virus sweeped, Registry cleaned and drive cleaned. Problem persists
3)Accessed "Administrative Tools" > "Services" or "Computer Management" but then get a message saying that ActiveX wont allow me to do it. (Refer to Image)

Still No result. I've searched the internet day after day and still eventually reach Image B.

Any help will be appreciated

hey, what OS are you using? Ive came across a problem like this with a few Dells that I maintain at work. Are you still having the same issue?
 
I'm using a Acer Veriton 7900pro with Windows XP Professional. Will try the safe mode option and get back to you. Even tried installing new Drivers.
 
You may want to scan your system for malware. Or its possible that there has been restrictions applied to that login, not sure. Only other thing to do would be to put in the xp cd in the drive and click start, click run type "sfc /scannow" without the quotes and hit enter. This will make sure that all system files are in its correct spot and not been changed.
 
I have scanned my computer for malware but all is fixed. What can be done if I cant find the XP CD? What setting could it be that I could change in Safe mode?
