1. Dont use powerpoint, ever
2. Frontpage or Dreamweaver should be used
3. For animation, it really depends how much you want to go into it, Flash would be good if you can pull i off, if not then create some low quality gifs to get started.
4. This will not be an overnight job, it takes years to learn how to create decent looking websites
5. Using a professional miage editing program like Photoshop 7 or higher is a must, just make sure you know how to use it properly

7. Take you time and learn what your doing, that way you can use it again when/if you need to in the future

*EDIT* - I'm not sure what your current situation is with hosting and domain names but you will need a hosting package and at least 1 domain name to get started aswell, prices range from say £5-£15 for a domain (2years) and £20+ for the hosting (1year)
