Help What wrong with my LCD

I have had this problem with bootup over and over. I was told the hard drive was bad. New hard drive put in and windows totally reistaled 2 times. Everything is great. Then one day boot it up again and back to the same.

Either bad monitor or bad graphics card or driver. You will have to switch monitors or video cards to determine what is going bad.
 
My suspicion is placed on the graphics card before the monitor as well. If it was the monitor the problem wouldn't go away temporarily with a re-install, but if the card is on its way out then the fresh install may have temporarily given it new legs. If you can track down another monitor (or even a tv depending on the inputs.) to test it'll make this a lot more clear cut.
