Help!!! Windows Won't Load Correctly!!!

I am using my computer, it freezes, so I restart it. When the Window XP Pro OS loads, something is missing:

Does anyone know what I can do to rescue the computer??? I am really desperate.

I have tried to disable startup programs, but it din't do a thing. PLEASE HELP ME!!!! :eek: :eek: :eek:
 
Please know that I can't reinstall my OS. It didn't come with a CD :-(
But I really can't change RAM, ect.
And I CAN'T just drag up the taskbar :(

I really need help!

And by the way, the computer works, and I pulled up OblectDock for *some* usability.
 
and I think the problem is more with the taskbar not showing up, and the memory, or lack of it.

512 Memry, so it shouldn't be doing this, and OblectDock is running fine, and playing nicely with 2 IE windows and a FF window
