help with a few problems, task manager and keyboard

hi, i have a cupla problems and would appreciate some help, ive just reformatted my pc, and i pressed ctrl+alt+del, and task manager came up fine, but now it doesnt come up when i press the buttons, it refuses to!!! help|!!! - also two of the keys on my keyboard seem to have switched places the '@' only occurs when shift is held with the number '2' key!!! this is really annoying, and when shit is held to bring up the actual '@' key, i get " instead please guys, help!!!!!

Start> control pannel> Regional and language options... Change all options to English UK
