Help with CUP runnibg at 100%

My dad has a computer - a bit old...it is an HP 6735 with an Intel Celeron (R) 633 MHz processor. He has upgraded the memory to 256K...I know...OLD SCHOOL PC...it works for him...he is still on dial up and all he uses it for is checking emails and very limited web surfing...Anyways here's the issue:

When he logs into Juno (his ISP) his CPU goes up to 100% and stays there...even if he is doing nothing. Then when he closes out of the Juno browser...and is running absolutely NO programs it will stay at 100% usuage for his CPU and bogs down his computer something fierce and the only way to get it to go down is to shut down and reboot.

His OS is Microsoft ME...so when you do a CTRL ALT DELETE it does not have a process tab to see if anything is running in the background.

Can somebody please help me figure out what to do to get his Old School (but good for him )PC working good again?
 
Try using some spyware, adware, and antivirus software first... and i hope you mean 256Mb of RAM, i have 512k in my cache for my CPU.
 
When the computer is running at 100% is the dial up still running? If so its probably using up alot of CPU cycles also ME uggggggh.
 
I could be wrong but I don't think Windows ME has an idle process. AFAIK system idle process was/is an NT4 and newer thing. So your processor usage has to always be at 100%.
