Help with elder Scrolls

Ok so i have a new Dell Inspiron 9300 with nothing special on it. i just bought Elder Scolls Oblivion and the frame rate sucks on it. The only way it will run smoothly is if i turn down the viewing distance all the way. I have 512 ram and im pretty sure i cant change the video card but is there a way i can send more ram to my video card to get the game running more smoothly?? Any help would be great
 
there is also a way to stop the grass from moving side to side, you enter a code in the console (` button), that should speed things up.
 
oblivion isnt really for integrated graphics lol. turn grass distance to nothing (no grass) and have texture size at medium. if all else fails, turn off distant lands and whatnot completely.

i got my 7600gt the other day and im running it with 4x AA and bloom lighting and all sorts of goodies and the only thing that really lags it is riding on my horse

they is proly cause ur proccesor is bottlenecking it
