help with i7, reading wrong clock speed.

So my computer had has been very strange the last few days. It boots up fine and ok, some stutter.
Now when I went to look at the clock spec,s middle block. It says core i 7 860 @ 2.8 ( this is correct)
but when I look at the clocks. it reads 1200 MHZ, Now I have a second i7 so i swapped them out it did the same thing.
I checked about core temp. and it can't read a steady core clock, It jumps all over the place from 1.2-4.0.
So I my mob gone.
what are your thoughts on this problem.
I reset to bios back to default , removed to battery, main power supply.
rebooted nothing changes.

Try doing something cpu intensive like a virus scan. Open up cpuz and it should then read the correct speed. You most likely have intel speedstep enabled in the bios or some software running at bootup that will underclock the cpu to keep the temps down.
