Help with lag

Hey guys! Im confused. So I have a Crosshair V formula Z for a mobo. And an AMD 8350 FX processor. Also, 16 GB of corsair DDR3. For storage I have a 120GB SSD for the OS, a 2TB WD Caviar Red for Steam and other things. Then a 500 WD Caviar Blue for music. Well... I'm not bragging. I have a question. So with all of this, some of you most likely know that the Mobo doesn't have onboard video. So this is my problem... I had a Radeon 7950 in there and it was working, but I only had a 560 watt PS in it. So I wanted to upgrade. When I upgrade I try to do well... So.. I got an XFX R9 290X with 8GB of DDR5 512 bit RAM. Also, since the PS wasn't beefy enough for it, I upgraded that to a Rosewill 80 Gold modular. (800w) So this is all. Also, I did a complete wipe of everything and put a fresh install of Win7 and then update AMD catalyst and all of the drivers. So, why is it, then when I pull up even a game like payday 2, it lags? Hardcore lags. That is my question.. Why the lag?
 
Yes. I reformatted everything. I have tried some third party software drivers. I can't even do a good benchmark test. I don't get it. I've built many computers and this is the first time I've had this much of a problem.
 
Sounds to me like your motherboard chipset drivers are missing or a corrupt install. I had this happen on an install one time before. After everything was installed...err, so I thought anyways; my in game FPS was way low. The chipset drivers were mentioned on a forum. I checked and they hadn't even been installed. Also may want to check for BIOS updates.
 
I have installed all of the drivers right off the motherboard disk... I mean, I just bought the motherboard. Crosshair V Formula Z... i just dont understand it. Some people online have sad a couple different things about it.. But then I tried their advice... Flippin bluescreen. I might just have to return it and get a different card...
 
OK, can you be a little more specific about how low of performance it is. Do you know exactly how many FPS you are getting in your games. I did a little googling for any R9-290x FPS lag issues and came upon a video on youtube. Don't know if you have checked it out. If they have indeed tried to lower the voltages to combat their heat issue, they may be starving the Vram for voltage.
 
You say you have installed the drivers from the disk. Have their been any updates to those drivers on the website. Maybe even swap out the 8 and 6 pin plug for the other pair, if there is another pair....
 
Download something like MSI afterburner and play payday or what ever game. Look at the Gpu usage and power usage. If your getting like 15fps with 20% power usage, something power wise is wrong. Either PSU, pcie cable, drivers etc.

I take it the card has 1 or 2 8 or 6 pin pcie connectors. Make sure they are all plugged in. So if it has 2 8 pin both have to be plugged in. Also make sure it's plugged into the Psu correctly.

The reccommended Psu for the card is 750-850w so depending on what else you have, it may be cutting a little short. 290x's use way too much power :D.

I have all of the updated drivers installed yes.

I also have the 6 AND 8 pin connector connected to the power supply.

In device manager I can see the card and it says that it is installed correctly and the drivers are up to date.

I finally got a hold of someone over at XFX. They are treating me like the biggest idiot ever. Its very disappointing.
