Help with some parts I need

Alright so, I am looking for some of the following to build my brothers computer:
-Mothebroard
-Processor (Intel or AMD whatever fits the budget)
-Case
-Power Supply

I was hoping if I can get all this between $200-$300 maybe? We already have of the following:

-Graphics card (9600 GT)
-Hard Drive (300GB)
-Memory 2.5GB (DDR2 800)
-DvD Drives

He does drawing on the pad, he also games (Garrys Mod, L4D2, etc) and he is getting atleast under 20 FPS in GM so I want to pick it up a bit more for him. I wish to buy the parts at Newegg if possible.
