Help!!!!!!

Hey all, ive got some problems i wanna c if anyone can help me with. I just bought a new 64 bit and a new montherboard for it. the problem is now that i installed the new gear to my computer. When it tries to load windows, the whole thing restarts. Everytime, it will go to that menu screen:
Safe Mode
Safe Mode: with networking
Safe Mode: with Command Prompt
Last know configuration that worked
Start Windows Normally
Like i said after i choose an option and it tried to load windows it restarts. so i popped in the windows disk and tried to just re install windows(on a older hard drive) but it wont stay on long enough to load the disk. If anyone can help me i would be extreeeeeeeeemly greatful!

sempron 64 2800 (mobo had future expansion but dont have card) its on board CPU. asrock mobo(whos customer service SUCKS) anything you can offer as help would be appreciated greatfully!
 
Power doen, unplug the PSU, turn it off, open case, and reset CMOS jumper for ten minutes. Same thing happened to me when I flashed my BIOS, that fixed it. Look in your motherboard manual to find the CMOS jumper.

Oh yeah and just choose start windows normaly.
 
Just make sure you have your CD drive as either the first or second boot drive after your floppy. Also go into your bios (by tapping F2 or delete), and make sure nothing looks funny, maybe some voltage is too low or something.
