I recently bought a video card, but I have major problem. I have absolutely no control over my keyboard and mouse on boot up making it impossible to enter the BIOS. I'm trying to change my BIOS so it will look at the PCI slot first.

So, is there any way to get to the BIOS or change what I need to change another way?

Well, some how the inputs on my comp for mouse and keyboard just went. So I'm using a USB mouse and keyboard, which the startup sequence doesn't recognize.
 
Yeah, the USB won't load until after the point that you can enter the BIOS. As for another way to enter the BIOS or alternate solution, I don't know of any, but I'm limited in this field.
 
Try changing the USB keyboard to a PS2 compatible one to see if it can helps you to get into the BIOS. If this does not resolve the problem, the system might be having a conflict with the new video card. Check that your OS as well as your motherboard supports the new video card.
