If you are unable to even load Windows in safe mode you have some limited options available. From the safe mode/command prompt only option found in the F8 boot menu you can manually start the check disk utility to see the problem is in the boot sector and can be repaired there or boot to the recovery console to try the "Fixmbr" and "Fixboot" commands.

Another option available from the safe mode/command prompt only dos type prompt is the manual startup of the system restore process. If something like a virus or malware has corrupted the basic system files you may be forced to use the "install to repair" option outlined in the artiicle seen at http://www.michaelstevenstech.com/XPrepairinstall.htm

If you know the actual error message seen sometimes you can manually expand files from the Windows installation or recovery disk from the I386 folder found there. That is an essential for most repair methods of Windows. ok I just put in my backup drive and now I am wondering how do I get the documents and music of the old one. I searched it but nothing comes up and I know it has to still be there
 
That's where having a live for Linux distribution would come in handy. Knoppix and other live distros are able to access Fat and NTFS partitions as well as Vfat Linux types. The first thought here was to get the primary drive up and running again for Windows to run. Did you have Windows installed on the backup drive as well?
 
I had an extra hard drive with windows on it but the only problem is the 70+ gigs of music and a few things in my documents that I would like to get back
 
With the primary up and running you should be able to retrieve anything you need off of the other drive by setting it up as a slave. If you are running the old drive without problem then you would simply set the newer drive up as the slave instead since you wouldn't be running into OS problems. You simply backup anything on that one and prepare to either reformat it or set it back up as a stand alone master to perform a repair install of Windows. That I thought would have been your first move in order to see that up and running again.
 
Well here is the deal. HD #1 is a SATA drive and is the one that wont boot to windows anymore. It will get all the way to the black windows start up screen and then restart and in safemode it will load the drivers and then restart. Now drive #2 I am using now is a PATA drive. So if I set the PATA drive to slave and then use it to boot will I be able to get my files of the SATA drive
 
when I click to open what I believe is my sata drive it says "WARNING: Dirty volume mount was forced by the 'force' mount option." what dose that mean
 
If the PATA is parallel ata that's an eide type drive you set as master on the end of the ide cable. The boot order in the bios has to set for ide not sata there. The ide controller will override the sata by default. There you can perform the repair install method outlined in the article at the link posted earlier to get Windows up and running again.

The warning message points at loss or corruption of partition information since that drive was partitioned without the other drive in the case. Is that a live Knoppix cd you are booting from or the ide drive when seeing this?
