Here's my budget. Pick my parts please.

Thats right. I am going to give you a budget and what ever you think is best I will purchase for my new computer.

CPU = Max is $300.00 (probably will not over clock, kinda like the Q6600 or E6850 but your decision)
Mother Board = Max is $200.00 (needs to also have pci, pci-e slots. More slots the better)
Ram = No max price, but need 4 gig (kinda like corsair XMS, but your choice)
Video Card = Max is $400.00 (want to go with nVidea perhaps eVGA)
Power Supply (must be quiet, but not over kill)

Will this computer be able to use IDE hard drive? Not important if I need to purchase new SATA or something else.

If you can hold off untill january Intel is to realease their new lineup of cpu's.

For a motherboard/graphics card.. you can get a 680i board which support SLI, and if possible you could buy two 8800GT's for SLI at $280 each. I also like the Corsair XMS2 DDR2 800 ram.

For the Power supply if you were to do SLI, i would suggest: Corsair 620w, OCZ
GameXStream 700w. Which are both in the $140 range i believe.. of course if you want to spend more you can get more, but those would be my choices for a reasonable price.

At the moment the 8800GT performs right with the 8800GTX wich is around $500 since its based on a new technology. It outperforms the current GTS models, but a new GTS is supposed to be released on Dec. 3.

Just some ideas to through in there for ya, what operating system do you plan to run?
