I'll give you a quick lesson on computers:

Chipset - The chipset is what's covered with a heatsink just below the CPU socket on motherboard. They are what allow motherboard to have certain things, like an AMD socket, 2 PCI-E slots, an AGP slot, etc. Do some research on these to find the right board for you.

CPU socket - It's where you put the CPU. Certain CPU's fit only in certain CPU sockets. An Intel duo-core would fit an LGA 775 CPU socket, but won't fit an AM2 CPU socket.

PCI-E - It's where add-ons go, like video cards. Be sure to check the specs of a card before purchasing it, and comparing it to the PCI-E on the motherboard. Video cards need an 16x PCI-E slot. Audio cards use a 1x PCI-E slot.

Hard drives - RPM's and latency times is what you should look out for. Generally, the higher the RPM, the faster the hard drive is (RPM = revolution per minutes). The latency time tells you how long it takes for the hard drive to read/write. The average right now is 5ms (5 milliseconds).

DVD/CD drives - take a look at the speed. Try getting the fastest you can, if you really need it. Some of the cheaper DVD/CD drives have slower read speeds.

PSU - Power supply. To find out the appropriate amount of power for your system, you have to divide the wattage (w) of the hardware by the rail it uses (+12V for video cards and CPU). Divide it, and you'll get the amperes (amps). If the amps is within the PSU specs, then it's good. You can also just check out the recommended PSU wattage for the hardware.

CPU - Pretty obvious. Higher speeds = faster. Take a look at the cache, too. Level 2 cache is better than 3 (from what I've read), and Leve 1 cache is used the most often.

CPU heatsink - It's optional, but it's best if you get one if you plan to OC, or if you just want a good looking PC. The more heatpipes the heatsink has, the better, and I've read that heatpipes that has a direct touch to the CPU is better. Heatpipes are literally pipes that are connected to the heatsink.

RAM - Random Access Memory. Short term memory for the computer; the bigger it is, the more the computer can process. The standard is DDR2, so aim for that (I've read DDR3 isn't as fast, but is a lot cooler and expensive). The standard is also 800mhz.

I'll add more when I think it up. If you have any questions, go ahead and ask. I'll write my thoughts on what you've written in a bit. Also, you should include a budget.

Skimming over your specs, everything looks OK. But the first problem I see is the CPU cooler. Ditch it. The CPU is retail, meaning it comes with a cooler. That one's probably the same or worse than the included one. Second, power supplies included with cases tend to be junk. I'd suggest getting another one, but that's up to you.

Also, that video card isn't that great. Something from a few gen's back should suit you fine and would be better... (plus I prefer eVGA :P)

RAM: Personally would go for 2 x 2GB

http://www.newegg.com/Product/Product.aspx?Item=N82E16820148212

Optical Drive: Spend a little more for DVD burner instead!!

Video Card: Strongly recommend to go for ATI 4670 512MB / 9600GSO 384MB

You would not need 1GB GDDR RAM if you are not using a 30" TV.
And 9400GT is a low-end card anyway. Generally speaking, 9400GT < 9500GT < 9600GSO < 4670

PSU: Advoid Generic PSU come with case as possible. If you are in really tight budget, I suggest you go for HEC/ sigma case as I heard their PSU are in fair quality...

ECS mobos arent that good... i would recommend going for something like this:
http://www.newegg.com/Product/Product.aspx?Item=N82E16813131381

The vga/cpu combo is decent, i would try to go for a phenom II though if you can budget it in.

Go for this psu, little more upfront, but cheaper after rebates, more powerful/stable, and modular:
http://www.newegg.com/Product/Product.aspx?Item=N82E16817341017

So if you can budget it... i would go with this combo for mobo+cpu:
http://www.newegg.com/Product/ComboDealDetails.aspx?ItemList=Combo.200020

And this vga:

or
