Hidden programs running in background but not listed in task manager.

A few minutes ago I heard the fan on my PC ramp up. This seemed a little odd because nothing new was going on. So I checked the task manager to see what processes were running. At this point, no program was actively using processing resources. Every process was utilizing 0% of my CPU. Occasionally a couple programs would use 1 or 2% of the CPU. However, during the same time the total CPU usage was listed as between 15 and 17%. So there is something running in the background right now, but it cannot be found in the processes list. How would I discover which program/process is utilizing my resources?
 
If its the cpu fan, its probably because its time for its annual cleaning. Dust can get stuck in the fan and cause it go high speed more then it does regular.
 
Forget about the fan part, I'm really talking about the CPU. The fan is going faster because the CPU is running faster. It's showing 16% CPU usage and when I look at the list of current processes, I do not see anything that adds up to 16%.
 
There's an option called "show processes from all users" or something along those lines - enable it (if possible). IIRC, by default it only shows processes that ore running under your name, and hides all others (such as system/network processes). This option may not be available if you're logged in a s a normal user - if you log in as admin you should be able to see all processes that are running across the system.
 
Like I said.Process explorer program can show you all you want to know.

Still if I were you I would do what johnb35 said.Clean the CPU cooler and the fan.It can also be that the CPU thermal paste is dry so you might need to replace it.
After you have done that,download Process explorer and run it.It will show you everything you want to know about what is running on the system.
