Do you mean air pressure....?

If you do you, will have to have a LOT of fans to create a pressure difference! Think of all the cracks and holes in your case... Around the CD drives, along the edges, at the I/O panel, around the front connectors. That is going to stop any pressure/vacuum building up straight away.

You just need to place your fans in positions which results in air being directed to the hottest parts before being removed.

Hope that helps, Doug.

i dont actually want it to build up pressure jsut have less or more pressure then the outisde of the case which is very easy to attain air will either be forced out of any crevice or sucked in
im jsut curious which everyone says is better

You want negative pressure, eg more fans blowing out than blowing in because then it will allow air to come in on its own through vents/holes in the case.

Bingo...

That hit the nail on the head

Also If you can group them together, it would make the effect more noticable (all exhaust fans together, Rear and top)

Then It will create a negative pressure zoine that will draw other air around it into that negative space, repeating the process...
