High ping inside country, low outside???

Hello,

Since yesterday, I have noticed a very high ping from this network to another inside my country and most of europe. (With speedtest.net)
The ping is between 550 and 600 ms inside europe.
The ping to the usa is about 250 ms...
I tested it quite a few times to make sure and with several servers.
The internet speed is 20mb/1mb. (Shows 17mb/0,7mb on the tests)

It all started when youtube did not load videos. Even at low qualities.
But, the ping in games is low as it should be: ~53 ms

There are 3 computers connected to this network. None of wich are downloading /uploading and the ping is all the same on the computers.
I cleaned up the computers and checked for malware/virus and it was all good.

Any idea what it could be or is this on the ISP side?

Unplug power from modem/router for a few minutes and plug back in and see if things are better.

It can depend on how heavy the load is on the isp, so if many people are on the internet or network,which i think could be the case, as I am having the same problem with download speeds at the moment, but it could be hardware, if you went streight into the modem from a machine, what is it?

It's already in the modem. The modem has a hub and 2 cables are connected and 1 wireless laptop. There is no separate router. The ping is still high when only 1 computer is on.
