HIGH PITCH RING help please

My neigborhood had a tree down, which surged our power out... and everyones computers were broken... i fixed all my buddies by replacing the power supplies. my computer is much more of a performance machine however. I had 450 watt power supply and becasue of pricing i bought a 400 watt supply the second time around.. when my computer runs grapics especailly after a few minutes this high pitch noise come on that is so loud its defining. i stopped every fan on the computer and its not that. even stopped video cards fan and power supplies... i believe its prob just not enough power or a faulty power supply..... what does anyone think..
