hitting eject opens 2 drives?

how do i fix this. i knowi should have posted this in the cd dvd section but i get answers here. so somebody please guide me through a FULL installation.

It should not open both drives. Installation is the same as the hard drive, set jumpers (PATA drives only), connect cables, power, screw them in, connect other side of cable to motherboard, detect and use.
