horizontal line on monitor?

I have had a Gigabyte ATI Radeon HD 4350 512mb video card now for about 6 months and when there is a fast moving object moving right to left or left to right it has a horizontal line come across the screen of my monitor and HD plasma tv.I have an HP dual core desktop computer with 3GB of memory running 64 bit Vista ,I have got new drivers but same thing happens ,what could be the cause of this?

Try a different video card to rule it out, most likely though its the video card.

Yeah I'd have to say more than likely your video card is to blame, since its not the monitor, as the line appears on more than one screen. Like Johnb35 said, try a different video card if at all possible to rule it out.
