I was going to run linux but haven't decided which version, or i could run windows xp server 2003.You will have to decide which operating system your server will run.

FreeBSD is better quality than linux, tbh. I would for sure take it over linux for serving.
It won't take you long to get a file server running. Just follow the freebsd (If you decide to take my advice) documentation, and google any questions you have along the way.
MySQL is fairly simple. If you already know SQL, which isn't difficult in the first place, then it should be a piece of cake for you.
