How a web address is blocked?

Hello.
I want to block a web address using internet explorer.i.e when anywhen wants to open restricted web address ,that webaddress should not be opened.
for example.
I want to block .www.aladin.com.
what I do?
 
In IE go to Tools>Internet Options > Privacy > Sites

there you will see a space where you can enter a web site address.
enter the address you want blocked and press BLOCK


or look into your firewalls settings.there you might have an option to restrict access to certain websites
 
In vain !

I did it.but this option does not work.the website that I have blocked is opening same as before.
 
You edit your HOSTS file and loop it back to a local port, 127.0.0.1. The instructions to do this are in the host file if I recall correctly.
