os: vista ultimate 64bit (or should i go 32bit?)
cpu: intel q9450 (can anybody suggest a radiator and block for this?)
mobo: ASUS 790i striker II extreme
memory: ? didn't know what kind of ddr3 to get
graphics: 9800gx2
hd: seagate barracuda 500gb
psu: corsair 620hx
case: ? don't know on this one but i would like something that would work well with water cooling (im thinking of a cooler master 832 warmachine edition)

the most this will probably get used for in terms of gaming is, c&c3 tiberium wars, and c&c3 kanes wrath

Case: P180, P182, Antec 900.

IMO watecooling is unneeded for this build. No OCing, no aftermarket cooling needed.

P182 is a good case. I think it would be quieter than the 900 with all those fans and such an open setup.
I would go with a higher power psu if you ever plan to SLI that video card. Might as well do it now instead of later when you want to upgrade something.
Curious, what kind of a price are you looking at with the 9800 gx2?

Should you consider a bigger PSU?
Since you are using 790i, you may want to SLi later. 620W seems not enough for 2 9800GX2

forgot to mention im going to probably keep it oced to 3.2ghz all the time, maybe 4.5ghz when i need some zip, and i didn't really think about sli, if i go sli, im probably going to do 2 9800 gtx's in sli they are supposedly better, and what about the memory?

The Antec 900 was designed for OCers and people who want great cooling. They didn't exactly aim for quietness. The P182 was aimed for fair cooling, but also to be very quiet.

The P182 can cool very well too. You can put in an additional 3 120mm fans (2 in the front, 1 as a core fan). But it will also be quieter than the 900, due to it's silent dampening panels.
