How can i lockdown menu start etc?

Well.. I just bought a pc for my little brother ( he's 13 atm ), i don't think the spec's really matter, but here they are
Intel Celeron D 2.8GHz
512Mb RAM
Intel extreme grafics and onboard sound.
( Its a Fujitsu Siemens Scaleo L edition )
OS: Win Xp SP2 Home

anyway,.. He likes to poke around in stuff he has nothing to do with,.. and since windows is just installed on the pc, and its clean, I'd like to keep it that way.

I want to remove the menu start from his account, he should only be able to download/put files in My Shared Documents and only see the dvd-drive and the Cardreader + USB drives in My COmputer.

so, basicly, i only want him to be able to go on the internet, nad play his games on the pc, and the abbility to download stuff into My Shared doc's.. but He shouldnt be allowed to install stuff or change the resolution or so ( so I want to disable the right mousebutton too on that account)

I know its quite a lot.. All i did so far was creating 2 extra accounts ( since 2 brothers will be using it) and the accounts are set to limited by windows ( you know, the standard thingy when you make an account)

So.. any idea's about how? ^^
 
well... Im only there like once in a week or so ( at that pc that is) and as you can immagine.. 1 week is enough time to really screw things up =]
 
and run the risk of breaking off a fingernail? no Way! I prefer locking windows down over that :P ( altough,.. yea, he could use some professional booting occasionally ^_^ )
 
dont forget you need to put the fear of god into him aswell, you do this my random smacking without any provocation.

Anyway you need to look into setting user policies (it's not hard but it a bit too much to write in one thread ;) )
 
well... i found some stuff about using the regedit, to heavily criple the menu Start. so once finished on that, that should be fine.

now my only concernt is the C:\... i want to prevent the unprotected account (mine is the admin account, my brother's account is without password protection) only to be able to acces files in the shared doc's folder, and restrict all acces to the C:\.
now.. I'm pretty sure i can lock the C disk somehow.. but.. I still want them to be able to run program's installed on it. ( I would copy the shortcut's to the programs on theur desktop,.. but i think if i lockdown the disk, they wouldnt be able to run ot. :x )
