How can I merge two partitions?

There's no simple method to merge partitions. I do see a program or two that'll do so, but you'd be much better off simply deleting both partitions and starting over.
And to answer your question, sure you can delete a partition...but you'd either need to re-create a partition to be used or not used that bit of your hard drive

If there's nothing in the D partition, you could delete the D partition and extend the C partition to the end of the drive.

You do this by using the disk manager.
In vista/windows7 - Admin tools>Computer management>Storage>Disk Management
XP doesn't have a disk management option, so you might have to use a 3rd party tool to extend the other partition to your main, just like kookooshortman55 said to do. Otherwise you can do like The_Other_One suggested.

Yes there's a simple method, Acronis Disk Director Suite for example can extend partitions (even your OS partition) easily, provided there's nothing on the other partition
Acronis isnt free though but finding a free partition managing program shouldnt be that hard

Both the Vista and XP Partition Managers can delete partitions but only the Vista version gives an option to extend a partition into unallocated drive space. In XP, you have to use a program like GParted. It's basically a Linux client, and it's free. You burn it to a disc, boot from the disc, and once you're in, the partition manager in Linux allows you to extend the partition.

You can use a Windows option, but GParted is the only partition editor I trust. I've resized the drive with my current OS 3 times since I installed the OS (first to shrink and recreate a partition for Ubuntu Studio 8.04, then another new partition for Kubuntu 9.04, and then i took Kubuntu off since I already had Ubuntu, and grew the Vista partition.)

With GParted I have a LiveCD to use, it's easy to make, just burn ISO with Nero or whatever you choose, or you can just as easy make a bootable USB stick (which is my preferred method now.)
