How can I restrict a computer from downloading/seeding torrent?

So here's the deal,


My brother is home from college and is downloading and seeding torrents as always. I am connected to the 3rd floor of my house via ethernet wall adapters, thus my connection is weak as it is. My connection has become so weak from the excessive downloading and seeding that I can't play any of my games, let alone buffer a youtube video. I am sick of asking my brother to stop downloading torrents while people in the house are trying to use the internet, yet he still will not. Can someone help me in restricting my brothers computer, apart of same network, from downloading /seeding torrents. Do I assign a static IP, how do i go about that?

Well this isn't the right way to do it... But just for reference you can do it by logging in to your router. From there you have many choices provided that your router supports them. I would do some QoS in order to serve first packets of the games, voip, http etc. Now if you want to be harder you can limit the bandwidth of your Bro's LAN IP. And if you want to be a sadist :gun: you can restrict completely your Bro's IP to download torrents. This means that he will be able to open the client but downloading/Seeding will be zero.

Now it is better to discuss it first with him... :)
 
IF I am trying to make downloading from utorrent an IP ACL rule, what would i put for ....

Big brother? Is he good at computers?

I have 5 younger siblings. If your internet connection is worth anything to you, you don't want to mess with a computer-literate big brother's downloads, and I know. Thenagain, I pretty much run our whole home network (run as in "know the router password" :P ), and I wouldn't download stuff during the day.

What router do yo have?
