How can someone tell the number of back links pointing to a site?

Someone recently looked at a website and told me that he can tell that there is not a single back link pointing to the site (for SEO).

How can he tell this information?
 
Also, how do I get access to back links so I can optimize my web pages for SEO.

The guy told me that he paid for them. Do I have to do this as well? What are the best sources?
