how convert my website to ....

hi guys I have own host website"server" and domain,

i want make my website become proxy sever, i want use this proxy for me only...

i can't use public proxy server"free or payed" for many reason ...

anyone can help me to make my website become proxy sever.....

yes my isp not allow to use proxy server web"prevent it",and my isp use very strong filter ,
i try many proxy butt without any advantage..
any page i want from any website my isp check it index of word
"my isp search about word like :sex,girl,porn ...etc if it found in the page it prevent it"
therefore i want design some proxy server make Encryption the word in the page then when come the page to my pc computer i will Decrypt the word
