How do I: connect two hard-drives?

I have a SATA 500GB and IDE 40GB. I want to boot into Windows that is
installed on SATA, and once I am in Windows, I want to transfer some files
from the IDE.

How do I set them up?

Plug in the SATA to an SATA port, plug the IDE into an IDE port. In the BIOS set the system to boot from the SATA drive.
 
probably not, but make sure you connect the IDE drive to the end of the IDE cable, and not the middle one.
 
I have two 500Gig SATA harddrives I tranfer files all the time it's easy.
I usualyl boot to the drive I am going to move files to then I go ...

"My Computer" select "Local Drive" you want to move files from ....then ...
click through till you find the file.. then click "move to" click through till you find thr location you want the file to go.. click ok and it will move it

this will add move to function on right click since vista does not have it
on xp it should be on the right side of the screen
it will move files from sata to ide or vice versa
