How do I resize images w/o losing quality,and possibly improve the quality?

I like to save alot of pics for wallpaper/desktop backgrounds.95% of them are JPEG files.And well my resolution must not be popular:( .I know I can change it,but like most people I like to run max res.My laptop's is 1080x800.
What software is really good for this?And have you used it?Pros?Cons?
I would like freeware,but got a feeling for this type of software their's probably lil if any thats free.
 
I just use GIMP to resize my stuff. As far as w/o losing quality, not sure about that. Anytime you stretch something, your going to lose some. There's some plugins in GIMP that help a little bit, but nothing significant.
 
On Windows I use IrfanView (free and really lightweight) just about every time I need to resize an image or save it in a different format. But really, you can just set the wallpaper to take up the whole screen without distorting the width/height ratio, Windows does do a rather good job resizing them for you.
 
On windows 7, when I take photos with my camera, I resize them to 800x600 (from something stupidly large) and save them as .PNG - which is a loss-less image format (like FLAC for music - little to no compression)

The XP and Vista versions of paint are not good at resizing.

Import into any good vector based graphics program. I use coreldraw. bitmap is rastor based, image is made of tiny squares. As the squares are made larger they become more noticable.
