How do I turn on the 3rd output on the X1900XT?

How do I turn on the third video output on this card? The one that is for use with your TV. I am referring to the center black plug in between the two DVI outputs that comes with composite, S-video and component cables. I want to hook this card up to my TV but when I use the composite video with that center plug I get no signal.

For TV-out, the user may need to activate the TV-out(VO) feature in Windows. Below is the procedure:

1. Click "Start"
2. Point to "Setting", then click "Control Panel"
3. Double click "Displays"
4. Click on the "Settings" tab and then the "Advanced" button
5. Click on the "ATi Display" tab.
6. Click on the green button next to the word to enable/disable television enable/disable "TV" display.
7. Press "Apply" to save the change you have made.

For TV-in(VI) feature, please try the "Power Director".

What do you mean by "For TV-in(VI) feature, please try the "Power Director"."? Are you referring to a video input? If so I am not aware the card has an video input. And anyway I just need the output.
