I researched the answer, and tested it myself to see if it worked, and it does. However it involves editing the registry, and if done incorrectly, could damage your pc. So consider this a disclaimer.
Click start/run and type regedit, and click OK. Navigate to the key HKEY_CURRENT_USER \ Software \ Microsoft \ InternetExplorer \ Toolbar \ WebBrowser. In that folder, on the right side, right click and create a new DWORD called "ITBar7Position". Double click, and assign it the value of 1.
This would have been useful some time back when someone else was asking how to do the same thing. But it seems to have been one method that works even partially.
