How do you change your ip address?

By cable do you mean dial up cable? If so then the question is do you want to change you ip address for another random one, OR do you want to be able to specify your new ip address.

If your on dial up and you want to change your address then simply disconnect and then dial up again that will work. The same goes for if your on a adsl, just disconnect and then connect again.

You could just mask your own ip address by using proxies.

Sorry, the internet IP cannot be changed... If you have dial-up your IP is somewhat changed, but not on cable or DSL. Why do you want to change your IP anyway? I'm glad that it can't be changed, it helps us track a certain user so they don't sign up for the service more than once (prevents cheating in ref. contests).
 
if your on a adsl line your ip address can change, every time you disconnect and connect again, even if your connected all the time though a router it will still change every couple of days. If your IP address was always the same then there would be no need to pay extra for a static, oh and dyndns.org would lose a lot attension
 
Sounds like someone got banned fomr a place ;P Nope, most all internet IP's are static unless you use dialup or maybe DSL...
 
Most broadband ip's for home customers are PPPoE connections and therefore come from a general ip pool at your ISP. Their DHCP servers will hand out either static or dynamic, (depending on how they set it up), if static then no it doesn't change, if dynamic, then it CAN change but usually doesn't, (thier dhcp servers attempt to give you the same ip back, when ever your router releases it, but it is not a garanteed thing). If sky wants to change an ip, you must contact your ISP and do phone battle with them, but I doubt you will win, unless you have a big violin! :)
 
There is one way of changing your internet IP address called "IP Spoofers" but they are illegal in most countries, you could always use a proxy server
