several ways:
s-Video to scart. This is the easiest way for notebooks. Almost every tv has a scart connector.

My TV has a blue VGA input so I use that. My mom's laptop has a VGA out, and my dad's has a DVI out but I have a converter for it so all you need is a standard VGA cable.
 
Another option is to simply get a TV with either a DVI, VGA or HDCP socket, they are out there, and yes, your tv can do that, but don't expect to run huge resolutions.
 
I know with my laptop, to hook it up to my tv is just a plug in and play. It works that way for both my s-video out and my HDMI out on my laptop.
 
Many newer TV's have VGA inputs to connect your computer to your TV. All laptops and desktops have these outputs. Some TV's have a DVI input, which are mostly video card outputs. Video cards also support S-video outputs, which is another input in most TV's. If you have an HDTV, you can either get a high level video card with an HDMI output, or you can get a DVI-HDMI converter. Depending on the size of the TV, you may need a new video card.
