You will need a fax modem and standard telephone line to do this. You cannot do it with DSL or cable internet service.

To be able to send and receive faxes with Windows Fax and Scan, your computer must either be connected to a fax server that’s part of your computer network or have a phone line connected to a fax modem installed on your computer.

My little bro uses MyFax.com and has been very satisfied. I don't know how many faxes you send a month - he sends an average of 5 a day, so the $10/mo is worth it to him.
