In a game, (HL2) how do you tell what kind of FPS you are getting. Is there some sort of time demo that tells you the average after?

For getting the frame rate in any game, I use a program called FRAPS, found at fraps.com. It benchmarks any game running DirectX or OpenGL, and also allows you to record in-game action to avi files. It's shareware, so check it out...

It easy to check fps in halflife 2. First enable the command console by going to options, keyboard, advance, click enable developer console. Now while in the game hit the ~ key to bring up console. in the console type net_graph 3. This will then show you fps and a few other info on the bottum right. You can leave the info on while playing so you can see how the fps changes in different parts of the game. to turn off menu go back to console and type net_graph 0.

Or you can do "cl_showfps 1" in the console to show the fps also, but when you do this, its in the top right hand corner, which to me, is more convenient.
