Definitely can. I personally prefer to use a normal DVD-ROM drive instead. However there is nothing wrong in using a burner to play movies. In fact it is most probably a smarter choice.

Well I would buck up and buy a new dvd player. A new cyberhome only cost me $15 once I got my rebate back. $25 if you don't.

Or invest in a DVD ROM for $25, put less wear on your burner.

but to each his own. To play DVDs on your burner or pc for that matter you'll need a player. I use PowerDVD. VideoLAN is a good free player.
 
Although with prices of DVDburners these days, you can also probably consider a cheapo $50 DVDRW drive to watch movies (dont expect good burn results unless you've done your research though)

You can get a NEC 3520 from newegg for $47 :)

And it's pretty good.
