How does it know?

It checks the registry for entries that are equal to the ones it wants to create, if there are entries that can cause a conflict then it gives up.

Ok, what if I didn't want to leave those entries on my PC any more? Is there a monitoring program that keeps tabs during an install?
 
the way windows works, it places the files in a certain space, with a certain name, so if you try to install something again, i believe it will ask if you want to overwrite the file(s)
 
When you install a program (ie 30-day trial software), the program stores bits of information in the registry. Even if you remove the program those entries are still there so you can't simply re-install the program. It's very hard to remove those entries, there are often tens to hundreds of entries per program, and they aren't located in obvious places.
