How good is this build?

I recently got a 7970 and am wondering how well this build should be able to run games. Skyrim on max, with 2k textures, only gets like 40fps and witcher 2 gets an average of like 40fps, min of 28 and max of 59, on medium. It seems like it should run better than that.

CPU
AMD Phenom II X4 970 @ 3.5ghz

RAM
8.00 GB Dual-Channel DDR3 @ 555MHz (9-9-9-24)

Motherboard
ASUSTeK Computer INC. Crosshair IV Formula (AM3) 46 °C

Graphics
AMD Radeon HD sapphire 7970
W2361 (1920x1080@60Hz)

A amd x4 would be a pretty serious bottleneck for a 7970. That is a $450 card with a $120 cpu. I would get an i5-3450 at the MININUM!!A i7 x6 would be the best.

Do you know of any good ones? Also those are the components i already have but was considering a cpu upgrade because games don't seem to be running as they should
 
a hyper 212+ should get that 970 to 4.2 or 4.3GHz easy. Otherwise i'd get a good Z77 mobo and the i5-3570k, if you live near a microcenter you can save a chunk on those too.
 
With those do you have to take apart the computer to install them?

Also do the fps's i mentioned seem to fit the games or are they sort of low?

So apparently i got a shitty 970 that literally doesn't overclock. I got a hyper 212 evo and the temps stay low but even a little overclock is not stable. I played with voltages and stuff but nothing helped :(

iv been running bf3 ultra settings with my 2500k and there is no difference in performance between the standard the standard 3.7ghz turbo and the 4.4ghz overclock i had, dont buy anything more expensive than that

Disable these in your BIOS:

Core Performance boost
AMD C1E Support
AMD C6 Support
Virtualization
AMD K8 Cool&Quiet Control
AMD APM Master Mode

Are you bumping up the multiplier one at a time? Same goes with voltage. Only touch the CPU core voltage.
